Wichita man, 78, secretly filmed underage teens having sex, feds say

A 78-year-old Wichita man has been sentenced to 30 years in federal prison for secretly filming underage teenagers having sex and printing out pornographic photos of their private interactions.

Clell A. Lacy used closed-circuit recording devices hidden near his ceiling to surreptitiously record a 15-year-old boy having sex with his girlfriend on May 2, 2024, his plea agreement says. Lacy then used a digital camera to take still photos of the video “as it played on his home theater.” He printed hardcopies of the explicit images from the camera’s SD card and stored them in his home in the 1900 block of South Chautauqua, according to his plea agreement.

Three months later, the 15-year-old and a friend stumbled upon the illegal photos while they were looking for something in Lacy’s house. They also found a cache of other pornographic depictions of children, some under the age of 13, court records say. The teen and his friend reported them to law enforcement.

Authorities also found at least three images of Lacy engaging in sex acts with a minor child on electronic devices seized from the house, according to an affidavit.

Lacy pleaded guilty in March to one count of sexual exploitation of a child related to the production of child pornography, a news release from the U.S. Attorney for the District of Kansas says. He was sentenced Monday.
