Former city attorney pleads guilty to child porn charges

An Andover man pleaded guilty Thursday to federal child porn charges, according to a news release from U.S. Attorney Tom Beall.

Bill Raymond, 55, who also served for a time as the city attorney for Manhattan, pleaded guilty to three counts of transporting child pornography and one count of possessing child pornography, according to the release.

Raymond admitted to authorities, the release said, that he emailed child pornography to himself while using a mobile phone and a computer in November 2014, February 2015 and May 2015.

He also told authorities that he was in possession of child pornography in July 2015. The crimes occurred in Butler and Riley counties, the release said.

Raymond became the city attorney for Manhattan in 2012 after working as an assistant county counselor in Sedgwick County. He was employed by the city of Manhattan until Aug. 4, 2015, according to a city spokeswoman.

Sentencing is set for Nov. 6. Raymond faces at least five years and not more than 20 years in federal prison and a fine of up to $250,000 on each distribution count. He faces up to 10 years and a fine of up to $250,000 on the possession count.
