If Kansans are late paying their taxes, they are charged interest and perhaps a penalty. But apparently it is OK for the Kansas Department of Revenue to take its sweet time processing refunds. Some Kansans who filed paper tax returns are still waiting for their refunds – 3 1/2 months after the April 15 filing deadline. They received their federal refunds long ago. Maybe if the state had to pay interest on that money it would speed up its service. – Phillip Brownlee
