Over the past five years, Rex Vern Lear, the chief clinical director of Comcare, earned more than $1.1 million, the highest-paid employee in Wichita and Sedgwick County. He and city manager Robert Layton were the only two employees to earn more than $1 million during the past five years.
In fact, 19 of the top 20 highest earners in the city and county were men. DeAnn Jenkins, the clinical director of Comcare, who earned $875,000 over the past five years, was the only woman to crack the top 20.

The Wichita Police Department spent the most of any department on salaries the past five years, totaling just under $250 million, followed by the fire department at $140 million.
