Restaurant inspections: Cockroaches, mice in cappuccino mix, 18-day-old tacos in Wichita KS
Fifteen restaurants, hotels and other businesses in the Wichita area were out of compliance during Kansas Department of Agriculture food safety and lodging inspections conducted April 16-22.
Information about the Sedgwick County establishments and their violations appears below in an alphabetical list with a summary of the problems inspectors noted on their reports. More details are posted in The Eagle’s searchable database of non-compliant restaurant and hotel inspections at www.kansas.com/databases. The list was compiled May 1.
More than 60 establishments passed their inspections with few or no violations. They also appear alphabetically below. Some may have been on a prior non-compliant list.

How establishments fail
Most violations are minor and are corrected during an inspection.
Businesses fall out of compliance when they have too many violations, issues that can cause foodborne illnesses or when a problem can’t be fixed right away, such as pest infestations or broken plumbing.
It’s rare for an establishment to shut down over a failed inspection, but it can happen. Examples include operating without water, power or refrigeration; ongoing and untreated pest problems; and sewage backups. Usually closures are temporary.
When a business fails an inspection, it’s typically inspected again within 10 days.

Out-of-compliance inspections
David’s Express, 2110 N. Maize Road in Wichita — Five violations during an April 18 routine inspection. Cited over salsa and guacamole that was out of temperature, old tres leche cake, plumbing issue at mop sink, dead batteries in paper towel dispenser, bottle of glass cleaner wasn’t labeled. Next scheduled inspection: April 28.
El Rancho Restaurant #2, 1601 E. Pawnee in Wichita — Eight violations during an April 21 routine inspection. Cited for storing raw eggs beside pans of shredded cheese, cooked chicken wasn’t kept hot enough, old tamales, no hot water at kitchen hand-washing sink, restaurant was using water from dedicated hand-washing sink to fill mop buckets, no soap in women’s bathroom, bottles of grill cleaner were stored by pan of clean spoons, restaurant was storing bottles of wasp and hornet spray not rated for restaurant or indoor use. Next scheduled inspection: May 1.
Family Mart, 1545 S. Meridian in Wichita — Six violations during an April 17 routine inspection. Cited for not having paper towels at hand-washing sink, fresh mouse droppings under coffee station touching single-use items, cappuccino mix bag with mouse hole chewed in it, dead mice in glue traps under cooler and coffee station, bottles of Pepto Bismol didn’t have English-language labeling, several expired medications for sale including over-the-counter pain killers and allergy medications. Next scheduled inspection: April 27.
Filemon’s Mexican Food, 3802 E. Harry in Wichita — Seven violations during an April 17 inspection that was its first operational inspection after licensing. Cited over a can of whipped cream that wasn’t labeled with opening date, employee touched ready-to-eat enchilada with bare hands, French fries sitting out at room temperature, cooked peppers and onions weren’t labeled with preparation date, 18-day-old tacos and old salsa, shredded cheese stored in plastic bag that isn’t food grade, dirty tongs in clean storage. The restaurant passed a April 27 follow-up inspection.
Haysville Express Inn, 301 E. 71st St. South in Haysville — Three violations during an April 21 inspection prompted by a modified complaint. Cited for not having a carbon monoxide detector in laundry or mechanical rooms by gas appliances, no emergency management plan, no record showing smoke detectors had been checked every six months. Next inspection date wasn’t listed.
Jump Start, 7200 S. Broadway in Haysville — One violation during an April 18 follow-up inspection. Cited because several foods in the island reach-in cooler including hot pockets, burritos and sandwiches weren’t kept cold enough. Next inspection: June 18.
Kwik Shop, 4811 S. Seneca in Wichita — One violation during an April 19 inspection prompted by a modified complaint. Cited for not labeling pizza and stromboli with preparation times. Next scheduled inspection: April 29.
La Tradicion Tortilleria, 1701 N. Broadway in Wichita — Ten violations during an April 21 inspection listed as an FDA contract. Cited because trash and leaves that can harbor pests had accumulated around building, opened bag of masa was stored on ground, no screen or seal around fan to keep pests out, gaps around screen door can let pests in, tortilla conveyor had items on it including zip ties and tape that made it difficult to clean, soiled cardboard on par-cooked tortilla conveyor, hand-washing sink in employee bathroom isn’t plumbed into sewer system, no hot water in employee bathroom, greasy and dirty fryer hood, bottle of degreaser wasn’t labeled with contents, facility was using scented bleach as sanitizer instead of food-grade bleach, facility puts paper labels inside tortilla bags touching tortillas instead of labeling the outside, bags of fried wagon-wheels that contain wheat were labeled as corn tortilla chips. Next inspection: May 21.
Meddy’s, 2300 N. Greenwich, Ste. 100 in Wichita — Two violations during an April 20 routine inspection. Cited because cooked potatoes didn’t cool down quickly enough in refrigeration, several foods including vegetables and raw meats weren’t kept cold enough. The restaurant was told to contact a technician to repair refrigeration unit, according to the inspection report. Next scheduled inspection: April 30.
Meridian Grocery and Smoke, 2719 S. Meridian in Wichita — Three violations during an April 20 follow-up inspection. Cited for not having a probe-style food thermometer, no sanitizer testing strips on site, there is no bathroom for employees because the toilet is broken. Next inspection: June 20.
Mexico Viejo Mexican Restaurant, 6960 W. 21st St. in Wichita — Four violations during an April 18 inspection that was a follow-up to an administrative order. Cited for storing cheese on top of raw eggs, several foods including raw meats and fish were sitting on ice but weren’t cold enough, can opener had “black food residue on the blade,” no paper towels at hand-washing sink in server’s station. Next inspection: June 18.
Quick Pick, 3733 N. Arkansas in Wichita — Four violations during an April 21 licensing inspection. Cited over a dirty and greasy sink that had a mop and bucket stored inside, no toilet paper in bathroom, rodent feces along walls and shelving, several foods including pot pies and sandwiches labeled to “keep frozen” were stored in refrigeration instead. Next scheduled inspection: May 1.
Southrock Billiards and Sports Bar, 2020 S. Rock Road in Wichita — Five violations during an April 18 routine inspection. Cited for storing raw beef above tortillas and raw eggs above cases of beer, raw beef sitting on top of hot dog package, pulled pork and brisket weren’t labeled with preparation dates, old queso and nacho cheese, old turkey and beef, old pizza sauce, no probe-style food thermometer, spray bottles of chemicals were stored with nozzles facing spices and food containers. Next scheduled inspection: April 28.
Subway, 6200 N. Jacksonville in Park City — Four violations during an April 19 inspection prompted by a complaint. Cited because several sandwich-making ingredients including tuna salad and cheeses weren’t kept cold enough, no ambient air thermometer inside cooler, build up of grime and dirty under soda fountain and puddle of water under soda carbonator, no hot water at hand-washing sink. Next scheduled inspection: April 29.
Tacos Y Mas, 552 S. Oliver in Wichita — Six violations during an April 19 routine inspection. Cited for storing raw chorizo and carne asada above ready-to-eat foods in refrigerator, lettuce and cheese weren’t kept cold enough, chili relleno wasn’t cold enough in refrigeration, several items including chicken flautas and pork weren’t labeled with preparation dates, no backflow prevention device at mop sink, no soap at hand-washing sink in kitchen, “two live cockroaches crawling around” under kitchen hand-washing sink, more live and dead cockroaches on glue trap. Next scheduled inspection: April 29.
