Because Jo French had lost her birth certificate, and Arkansas couldn’t find one for her, the 75-year-old resident of Osage County had to persuade Secretary of State Kris Kobach, Lt. Gov. Jeff Colyer and a representative of the Attorney General’s Office that she is a citizen and qualified to vote under Kansas’ proof-of-citizenship law. Census, baptism and high school records and a mention of her birth in a family Bible satisfied the officials at a Monday meeting in Topeka. But French hardly fits the profile of a fraudulent voter that Kobach peddled to legislators to pass his law, which is now caught up in multiple legal challenges. – Rhonda Holman
