Grover Norquist, president of Americans for Tax Reform, has specific advice for the Kansas Legislature’s special session on school finance, beyond his predictable plea to not raise taxes. “Reject calls for further tax hikes. Instead, expand commerce by lifting onerous restrictions on spirits sales,” Norquist wrote in a letter to lawmakers, noting that “projections show the state would generate an additional $41 million in fiscal year 2017 alone from the sale of licenses for grocery stores.” – Rhonda Holman
