Kansas Sens. Pat Roberts and Jerry Moran were among the 85 senators who approved the National Defense Authorization Act this week. The bill includes a provision requiring women to register for the Selective Service System when they turn 18. The draft requirement still might not become law, as the House version of the bill merely requires a study of the future of the Selective Service. President Obama has also threatened a veto, though because of various restrictions in the bill – such as limits on closing the detention facility at Guantanamo Bay, Cuba – not because of the draft provision. – Phillip Brownlee
