Speculation this week that Sen. Ted Cruz, R-Texas, might re-enter the presidential race got some fuel from a letter he sent Monday to the Kansas Republican Party saying he would not release the delegates he won by winning the state GOP caucuses on March 5. “I encourage all delegates who supported my campaign – and who support a constitutional conservative agenda that will grow jobs, protect our freedoms and ensure our security – to actively participate in shaping the party platform and rules in a manner that will ensure our cause is advanced,” Cruz wrote. National Review noted that the Kansas GOP bylaws bind delegates to a candidate until they are explicitly released to vote otherwise. CNN reported that Cruz sent similar letters to state parties in Oklahoma and Texas, signaling his desire to at least have and exercise some clout at the convention. – Rhonda Holman
