The Brownback administration’s Department of Health and Environment wants to make it harder and perhaps impossible for transgender Kansans to change the gender on their birth certificates. A public hearing will be held May 12 in Topeka on the change, which fits an administration pattern of official intolerance toward lesbian, gay, bisexual and transgender Kansans. Is this proposed bureaucratic rigmarole really necessary? And why now, when other states are enduring negative economic consequences of trying to curb transgender rights? – Rhonda Holman
