State lawmakers are digging into the recommendations of the Alvarez & Marsal efficiency study in search of savings, putting heat on school districts and other state-supported entities. As the squeeze begins, recall that the law authorizing an outside review and evaluation of state government aiming to consolidate agencies and functions and to cut spending took care to exclude “the Legislature or any agency of the legislative branch” from such scrutiny.
