North Newton case latest reason to worry about DCF

The Legislature recently authorized a sweeping audit of whether the Kansas Department for Children and Families is ensuring the safety of children in foster care – a needed response to an alarming number of deaths in the system since 2014. Unfortunately, that also postponed any prospects for a legislative response or reform. Meanwhile, another heartbreaking indicator of systemic problems in child welfare came this week, when two North Newton parents were criminally charged for alleged abuse of three adoptive Peruvian children that rose to the medically diagnosed level of child torture. The North Newton police chief has learned that DCF had received numerous reports of alleged abuse or neglect involving the children, yet the Police Department was not contacted. – Rhonda Holman
