Rep. Mark Hutton, R-Wichita, asked an important question during a House Taxation Committee meeting last week. The state income tax exemption for pass-through business income has cost the state about $700 million in revenue over the past three years. What has the state gained in return? Kansas added only 6,900 nonfarm jobs last year, and its 0.5 percent job growth rate was the ninth worst in the nation. Hutton also noted that half of the 78,000 private-sector jobs created since Brownback took office were created before the tax cut went into effect. – Phillip Brownlee
