Fortunately, Wednesday’s mix of precipitation didn’t bring a repeat of February’s debacle, when a nine-inch snowfall and single-digit temperatures led to days of treacherously snowpacked conditions even on the most-used arterials – and to questions about whether city cost-cutting had gone too far. The new GPS mapping system signals that the city wants to do things differently this winter. The next big blizzard will test whether the city still needs more plows. – Rhonda Holman
