Moderate Republicans are so outnumbered in the Legislature that they would hardly seem a threat to conservative leaders. Yet House Speaker Ray Merrick, R-Stilwell, acted afraid when he removed three GOP moderates from the House Health and Human Services Committee and two others from the House Education Committee. He apparently didn’t like their support for Medicaid expansion and criticism of the state’s block-grant funding of schools. What Merrick should be afraid of – and heed – is the tide of public opinion. The latest Kansas Speaks survey found that 62 percent of Kansans support Medicaid expansion, and 64 percent said block grants have resulted in a lower quality of education. – Phillip Brownlee
