Smart to delay overhaul of services for disabled

Good for the state for delaying for six months a major overhaul in the way it provides services for the disabled. The Brownback administration wanted to merge several programs targeting different types of disabilities into one universal program, starting next July 1. But individuals with disabilities and their advocates are understandably concerned about the speed of change, especially given the complexity of the reform and the needs of this vulnerable population. They fear that the administration will use the change as an opportunity to reduce care and save money. – Phillip Brownlee
