Last year’s 37 allegations of inappropriate sexual misconduct, harassment or contact at the Sedgwick County Jail are cause for concern about inmate safety, though only four were substantiated after internal investigation. The substantiated claims equaled those in 2013, when 30 allegations were made. Credit the Sedgwick County Sheriff’s Office for taking seriously its responsibility to comply with the Prison Rape Elimination Act, and also for using other counties’ PREA statistics when deciding where to house Sedgwick County’s overflow inmates. The responsibility of locking up offenders includes safeguarding them against sexual and other violence while in custody. – Rhonda Holman
