The state had to lift its new restrictions on how much cash assistance welfare recipients could withdraw from ATMs, because it violated federal rules and put federal funding at risk. Now there is concern that new state rules limiting access to child care programs also may not comply with federal guidelines. Shannon Cotsoradis, president of Kansas Action for Children, said potential conflicts could put $42 million in federal funding at risk. The Kansas Department for Children and Families said it wasn’t aware of any conflicts, but Cotsoradis said she was “fairly comfortable in saying there will have to be some changes.” – Phillip Brownlee
