Senate Majority Leader Terry Bruce, R-Hutchinson, was grilled during a joint meeting last week of the Reno County Commission and Hutchinson City Council about a property tax lid that the Legislature is imposing, the Hutchinson News reported. The new rule, which goes into effect in 2018, caps city and county property tax increases at the rate of inflation, adjusted for various factors. Hutchinson leaders pressed Bruce about how the cap would work and how such a significant rule could be approved without having cleared a legislative committee. Bruce said he would champion holding a hearing about the law next session, but he made no promises about making changes. Here is one question for such a hearing: Why do state lawmakers who say they support local control and hate federal mandates love imposing rules on local governments? – Phillip Brownlee
