In early June, House Minority Leader Tom Burroughs, D-Kansas City, Kan., had accused Speaker Pro Tem Peggy Mast, R-Emporia, of failing to acknowledge him when he was standing to speak on the budget bill and instead cutting off debate – meaning the unbalanced, two-year, $6.37 billion budget passed the chamber with no debate. Mast later said she hadn’t seen Burroughs. Further evidence of the majority party’s disregard for the minority party came in the early hours of Friday, when Burroughs complained that Republican House members had addressed their remarks on the tax bill only to the other Republicans in the chamber. – Rhonda Holman
