Because of welcome legislative action over the weekend, Kansas may not limit welfare recipients’ ATM daily withdrawals to $25 after all. The bill allows the secretary of the Department for Children and Families to raise or eliminate the cap if necessary to continue to qualify for federal funding under the Temporary Assistance for Needy Families program. Too bad the Legislature and governor didn’t do what was needed to fix the many other problems of that welfare reform law, though – such as repeal it. The unenforceable prohibitions on the use of welfare funds for cruises, manicures, lingerie and the like have been an embarrassment for the state. – Rhonda Holman
