April comparisons confirm state’s revenue problem

There was some relief in the news that state revenue collections for April came in only $4.4 million less than projected, even though the official estimates had been announced just 10 days earlier. But compare April’s $511 million tax receipts not to the fresh estimate but to year-to-year collections, and you understand why Kansas is in a big, deepening budget hole: April 2015 collections were 4.9 percent less than April 2014 collections, which were 45 percent less than April 2013 collections. So this April the state collected $255 million less than it did two Aprils ago. – Rhonda Holman
