Gov. Sam Brownback and the Legislature are trying to close the state’s budget shortfall in large part through revenue transfers. But as former state budget director Duane Goossen noted, such one-time shifts of money don’t address the structural imbalance caused by unaffordable income tax cuts. “That’s the place to look to correct the problem,” Goossen wrote, adding that “lawmakers must ultimately face the fact that financial health requires enough income to pay for reasonable expenses.” – Phillip Brownlee
