A bill that makes law enforcement recordings from body and dashboard camera footage confidential is going to the Kansas House.

The House Judiciary Committee approved the bill on Monday. It passed the Senate last year.

A substitute version of Senate Bill 18 would designate all recordings made using a body or vehicle camera by law enforcement exempt from the Kansas Open Records Act. Only the subject of the recording, the parents or guardians of a minor in a recording or their attorneys could ask to see or listen to the recording.

The Kansas Press Association, the Kansas Association of Broadcasters and the American Civil Liberties Union of Kansas and Missouri expressed reservations about the bill but said it was better than an earlier version.

The provisions would expire in 2020.
