Read the policy and procedure changes recommended by the Cedric Lofton task force

After 17-year-old Cedric “CJ” Lofton was killed at a juvenile lockup facility, a task force was appointed to identify systemic failures that contributed to the tragedy.

In April 2022, the juvenile justice task force put forth 58 nonbinding policy and procedure recommendations for the Kansas foster care system, the Wichita Police Department, Sedgwick County Corrections and 911.

Officials from local and state agencies say they have fully implemented 26 of those recommendations so far. A breakdown of progress on each recommendation can be found on the task force’s online dashboard.
