Former Kansas officer loses license after pleading guilty to sex crime
A former officer with the Butler County Sheriff’s Office had his law enforcement license revoked after he pleaded guilty to having unlawful sexual relations with an inmate.
Matthew Brown pleaded guilty to the felony sex crime, which was committed in 2022 while he was a deputy with the Butler County Sheriff’s Office and worked for its parole office, according to court documents filed in the case. Brown was 40, and the victim was a 36-year-old woman and inmate who had been released on parole, conditional release or post-release supervision.
“He had been a parole officer for the victim in the past and she came into the system again,” a departure motion in the case said. “He eventually transferred her off of his caseload but she remained on probation under another officer’s supervision at the time.“
Brown was arrested in 2024 after the woman, who had since been rearrested and jailed, “had told other inmates of their past relationship which eventually reached staff awareness,” the court document said. His employment with the sheriff’s office ended on Dec. 20, 2024, a document of certification revocation said.
“There was an investigation and he was told that he could not be a law enforcement officer as a result of his actions, and charges were filed by the county attorney,” the departure motion said.
Brown pleaded guilty, and court records show Brown’s defense attorney requested he undergo a full psychological evaluation. He also received a comprehensive sexual offender evaluation.
He was sentenced to 36 months of probation and 24 months of post-release supervision in September 2025. Last month, the Kansas Commission on Peace Officers’ Standards and Training ordered his law enforcement certificate be revoked. The order means he has been stripped of his legal authority to work in law enforcement in Kansas unless reinstated by the commission.
