A Wichita man suspected of serving as a bookie while employed at Mulvane’s Kansas Star Casino has been arrested and charged with illegal gambling crimes, the attorney general’s office said.

47-year-old Quoc Phu Lam of Wichita was arrested last week after an investigation by the Kansas Racing and Gaming Commission alleged that Lam placed bets on behalf of other people, a practice also known as proxy betting, which is a violation of Kansas law.

He faces two counts of commercial gambling, one count of unlawful wagering–proxy betting, one count of attempted unlawful wagering–proxy betting and one count of solicitation to commit commercial gambling. Prosecutors allege some of the offenses occurred between Nov. 14, 2022, and Sept. 23, 2023, and others between Aug. 4 and Oct. 8, 2023, while he was employed at the Sumner County casino, court documents show.

“Investigators determined that Lam attempted to have fellow employees and others place bets through him as a proxy,” a press release from Attorney General Kris Kobach’s office read. “He also solicited another employee to join his commercial gambling operation to assist in collecting money from these bets.”

After being arrested, Lam posted a $25,000 surety bond. His case is being prosecuted by Assistant Attorney General Lauren Watson, the press release said, and he is due again in court on March 12.
