Registered offender exposed himself to woman outside downtown Wichita business, police say

Wichita police say a 27-year-old man who exposed himself to a woman working downtown on Feb. 16 has been charged with lewd and lascivious behavior by the Wichita city prosecutor’s office.

Wichita police spokesman Officer Kevin Wheeler said by email that a resident on Thursday morning told an officer that the woman saw Jordan Richardson touch himself in the 400 block of East Third Street on Feb. 16. The woman was working outside of an accounting firm in that area about 2:50 p.m. when she saw Richardson “park a white pick-up truck in the street and expose and fondle himself before he drove away,” Wheeler wrote.

Richardson is a registered offender who has prior arrests for lewd and lascivious behavior and other crimes, Wheeler said in the email. He was arrested Friday, according to police and jail records.

Corrections department records show Richardson has felony convictions for offender registration violations and criminal damage to property. He also has several misdemeanor convictions stretching back to 2007 for crimes including drug possession, driving under the influence, public nudity, battery, hit-and-run, theft and criminal trespass, according to court records.
