Former Kansas police officer accused of trying to rape fiance has certification revoked
A former Kansas police officer who was accused of trying to rape his fiance before she stabbed him has had his law enforcement certification revoked by a state oversight board.
The Kansas Commission on Peace Officers’ Standards and Training, or KS-CPOST, revoked the certification of Casey Lee Wills on Jan. 9. A copy of the revocation order was released to The Eagle on Thursday.
The oversight board cited sex crime and domestic violence convictions in Sedgwick County District Court when deciding Wills can no longer be a cop in Kansas. Commissioners wrote that Wills’s conduct “shows that he lacks the personal qualities of integrity, honesty, upholding the laws of the state, conduct that warrants the public trust, and upholding the oath required for certification.”
He was not actively employed as a law enforcement officer at the time of his criminal activity, the order states. He was previously a Wichita Police Department officer from October 2007 to September 2014, according to WPD records.
Wills, 36, of Valley Center, was originally charged with rape, attempted rape and aggravated domestic battery. Prosecutors alleged that on Oct. 28, 2017, he raped one victim who was too impaired to give consent, he tried to rape another victim and he choked or otherwise battered the second victim.
That second victim was in a dating relationship or was a family member of Wills, according to the charges. The second two charges were classified as domestic violence offenses.
Police reports indicated the incident happened in Park City when Wills battered his fiance, who called police to report that he was trying to kill her, the Ark Valley News reported at the time. The woman stabbed Wills twice with a knife in self defense before officers arrived.
The rape and attempted rape charges were later amended to the less severe felony charges of aggravated sexual battery. Wills pleaded guilty on June 24 to two counts of aggravated sexual battery and one count of aggravated domestic battery.
He was sentenced on Dec. 4 to 62 months in prison, or just over 5 years. He has since filed a notice of appeal for the approximately $18,000 in restitution he was ordered to pay.
Wills is now incarcerated at the El Dorado Correctional Facility. His earliest possible release date is in August 2023, Kansas Department of Corrections records show. He is also a registered sex offender in the Kansas Bureau of Investigation registry.
