Just about the last undeveloped parcel along Kellogg in Wichita is to be developed

The Sedgwick County Commission on Wednesday approved a rezoning request for the Spring Ranch Planned Unit Development at the southwest corner of 159th East and Kellogg.

In addition to bringing possible commercial and residential development, and maybe even a golf course, what’s significant is that the 122-acre site is the last undeveloped parcel along Kellogg in Wichita, not counting a few areas in floodplains and land adjacent to expressways.

Waterfront developers Johnny Stevens and Clark Investment Group bought the property in May and have been working on rezoning it from single family residential to a planned unit development.

“Now we know what are parameters are,” Stephen Clark II said. “We can start assessing what the best uses are there. . . . There’s a lot of possibilities at the moment.”

The approval covers a number of potential uses.

“We wanted to maintain flexibility,” Clark said.

He said they’re planning commercial uses along Kellogg, “And the rest is likely to be predominantly residential.”

Clark noted that “it’s already predominantly a residential area.”

Some nearby residents voiced concerns over the potential development.

“There’s some homes that back up to this on the west and south sides, and there’s a nice hedge row there,” Clark said.

He said the neighbors’ main concerns were about keeping that.

“I believe we alleviated that concern,” he said. “We like it just as much as they do.”

There’s a cell tower that will remain on the property.

Fourmile Creek also is on the parcel, and so Clark said, “There is a lot of flood work on this property.”

Stevens has an interest in golf, and Clark said that’s an option he wanted to have for the property.

“It’s probably unlikely, but it’s an option.”

Whatever the development ends up being, Clark said it’s going to take some time. He can’t give a time frame.

“We just thought it was a good piece of ground,” he said. “We’re working on some options now, but who knows how long that will take.”
