Lowering the speed limit on portions of Kellogg would only increase congestion, and congestion kills. Traffic engineers should instead increase the speed limit. Speeding things up equals fewer vehicles per mile and, in turn, fewer accidents. Sounds counterintuitive, but it’s worth a try.
