The only states yet to finish redrawing congressional districts are Kansas and New Hampshire, though others' maps are caught up in court battles. And the Granite State appeared close to completing the process last week. The substantive differences between the maps passed by each chamber of the Kansas Legislature, and especially the wacky plan the House passed Thursday to split Topeka between the 1st and 2nd districts, make it possible the Sunflower State will be the last to reach the finish line this decade. Sad.
