New START a good way to end year

Good for 13 GOP senators — though, regrettably, not including Kansas Sens. Pat Roberts or Sam Brownback — for breaking ranks with petulant GOP leaders and ratifying the new nuclear arms-control treaty with Russia. That's why it was backed by the chairman of the Joint Chiefs of Staff, Defense Secretary Robert Gates and other top military leaders, as well as all six living secretaries of state who served in Republican administrations.
