Gov. Mark Parkinson made several wise decisions in vetoing items in next year's budget bill. He vetoed a provision aimed at blocking the Kansas Department of Health and Environment from drafting rules on greenhouse-gas emissions that could have led to a federal takeover of state environmental regulations. He also eliminated a cut of more than $900,000 from Public Broadcasting Operating Grants and removed a provision blocking Planned Parenthood from accessing a federal grant for family planning services (but not abortions). The governor also vetoed a mistake in the budget bill that inadvertently would have cut $9.5 million from state universities.
