GOP shock over Democrats' plan to use the budget reconciliation process to finalize the health care reform bill — and thus prevent the GOP from filibustering again — is "an astonishing exercise in hypocrisy," wrote columnist E.J. Dionne. He noted how the GOP used reconciliation rules to pass the 2001 and 2003 Bush tax cuts, which increased the deficit by $1.7 trillion. "The 2003 dividends tax cut could muster only 50 votes," Dionne wrote. "Vice President Dick Cheney had to break the tie. Talk about 'ramming through.'"
