Incentives likely needed but raise questions

Wichita needs more hotel space downtown in order to compete for large convention business. The WaterWalk development would be a good location for a new Marriott Fairfield Inn and Suites, with its proximity to Century II. Given the tight financial market, the only way to make this project happen likely is to provide some city incentives.  Still, didn't City Manager Robert Layton say just a few months ago that the city was done putting money into WaterWalk? And though the city is making the deal contingent on the new hotel not pulling business away from the city-owned Hyatt Regency, what about privately owned hotels? Does the city only care when its investments are at risk?
