The effort itself had become the target of critics such as Sen. John Cornyn, R-Texas, who blasted the idea of asking citizens to turn in one another "for pure political speech" and said it raised the "specter of a data collection program" and a White House "enemies list." You know an administration has lost control of its message when an attempt to fight rumors and fears ends up feeding them.
