Prosecutors on Tuesday charged a 48-year-old Wichita man who is a registered sex offender with unlawfully touching or fondling a 12-year-old girl.
Boulaphanh Baythavong faces one count of aggravated indecent liberties with a child under age 14. A complaint filed in Sedgwick County District Court said the charge involves “the intent to arouse or satisfy the sexual desires of the child, the defendant or both.”
The alleged crime occurred Oct. 4 at an address near Pawnee and George Washington Boulevard, according to court and police records. A woman called authorities about 4 a.m. on Oct. 4 to report that a person entered the unlocked front door of the address and touched her daughter’s hand and stomach as she slept, according to a Wichita Police Department document. Baythavong was arrested later that day.
Baythavong remained in Sedgwick County Jail on Tuesday in lieu of $150,000 bond. He is due back in court on Oct. 22 for a preliminary hearing. He served a three-year prison term for attempted aggravated indecent liberties with a child younger than 14 in a 1999 Ford County case as well as time for failing to register as an offender in Sedgwick County in 2007, Kansas Department of Corrections records show.

Aggravated indecent liberties with a child under age 14 is a Jessica’s Law crime, which draws a mandatory minimum prison sentence of life without parole for 25 years upon conviction.
Baythavong has requested court-appointed counsel.
