Wichita police are investigating the use of phony vouchers to buy clothes at J.C. Penney earlier this year.
The stores at Towne East and Towne West alerted police to the fraudulent vouchers on Wednesday, Lt. Doug Nolte said. The vouchers, made up to look like they had been issued by the Department for Children and Families, were used to purchase more than $5,000 worth of clothing between July 11 and July 25.
“We know that 16 people turned in those vouchers,” Nolte said. “We don’t know that they’re 16 different people. It’s very possible they could be aliases as well.”
DCF does issue vouchers for foster parents to purchase clothing for foster children, he said.

“To my knowledge, this is the first time we’ve seen this to this extent,” Nolte said of the fraudulent vouchers.
