What Gov. Sam Brownback says he has done to create jobs:
* Made Kansas the first state to allow "expensing," which expands income tax deductions for new business equipment and software.
* Created "opportunity zones" to draw new residents to rural counties with the promise of no state income tax for five years and help repaying college loans.
* Given the Commerce Department stronger tools to attract business, including a multimillion-dollar "deal closing fund."
* Started economic summits to get feedback on "what we can do to be a bigger incentive."
