Somewhere in the past I heard a theory about people rising to the level of their own incompetence. I think our representatives, senators and governor in Topeka have just proven that theory is a sound one. They apparently believe they get paid for wasting the taxpayers money instead of solving the states problems.

Want to make sure you get a parking ticket in Wichita? Just park in the city lot south of the library. The parking meters there have markings you can't read about the hours you are required to pay. These decals are years worn and I have seen people on weekends standing scratching their heads because they don't know to pay or not.
