The Wichita City Council should vote today to close the original tax-increment financing district in Old Town. The TIF district helped finance improvements in the area bounded by Douglas, Second Street, Santa Fe and Washington. Rising property values in the district have more than paid for the cost of the improvements. The TIF was essential in helping the district grow and succeed. But it's time to end it, refund the unspent property-tax money to Sedgwick County and USD 259, and hold a parade.
