Sedgwick County's relationship with its jail consultants finally is over, but the phrase "Remember Justice Concepts" can live on as a caution for any local government on the verge of hiring a consultant. For consultants, it's also a guide to what not to do. As the Kansas City, Mo., firm missed deadline after deadline for delivery of reports assessing the idea of housing inmates at closed state facilities in other counties, Sedgwick County kept a helpful list of contacts and unkept promises. Justice Concepts variously said it needed a few more days and was almost finished (April 2009), that a report was coming "first thing Monday morning" (May 2009), was lost and then in a computer (June 2009), and was near completion (September 2009) and scheduled for delivery on April 19, 2010. Not surprisingly, the county no longer wants the reports and won't be paying $7,200 for them.
