Base changes: Defense spending cuts are likely to affect some military installations in Texas and North Carolina, reports James Rosen, but Missouri Senators are expected to fight the proposed changes there.

Biden/Poehler 2016: Vice President Joe Biden appeared on the debut of "Late Night with Seth Meyers" and teased an announcement of his presidential intentions; guest Amy Poehler, who perfected a Hillary Clinton impression in '08, announced her plan to run in 2016. Biden offered to be her VP, saying "I'll do it for four terms."

Harold Ramis tribute: The Chicago actor, known for cult classics like "Animal House" and "Caddyshack," was honored by friends and former co-stars including Dan Aykroyd, Chevy Chase, and Bill Murray, who worked with him on "Ghostbusters."
