Starkey starts work on west-side apartment complex for developmentally disabled

Starkey Inc., an organization that provides services for the developmentally disabled, recently broke ground on a 22-unit apartment complex at 591 N. McComas, southeast of Central and West Street.

“Our charge, as providers for people with intellectual and developmental disabilities, is to help them reach the highest possible level of independence,” said Starkey CEO Colin McKenney. “There’s a significant number of people looking for the next level of independence and want a fully functional apartment of their own.”

The $2.2 million project includes 16 apartments in the main building and two smaller buildings, each of which includes three apartments. The main building will also have a community room for activities.

Each one-bedroom apartment will have 625 square feet and will include a bathroom, living room, kitchen, storage and washer and dryer. Two apartments designed for people with physical disabilities will be 700 square feet.

Community living trainers will be onsite during the week and on weekends at designated times to help with meals, grocery shopping, bill paying and transportation.

The project is being financed by Bank of Kansas. The contractor is Ink Construction, and Don Folger Jr. and Associates is the architect.

The complex has a special designation for low-income residents with developmental disabilities, Starkey officials said, and applicants must be determined eligible for developmental disability services through the Sedgwick County Developmental Disability Organization.

Rent will be based on applicants’ income.

McKenney said he thinks the location is a key factor for the complex because it is within walking distance of shopping.

In 2005, Starkey opened a similar apartment complex, Kouri Place Apartments, at 140 S. Anna. That complex has 15 units.

Completion of the new complex is expected by late summer or early fall.
