Wichita police are asking for help in solving a cold homicide case that has stalled because of a lack of information and witnesses, police said.

Just before 3 a.m. on May 28, 2011, police were called to a shooting in the 1700 block of South Rock Road, said Lt. Todd Ojile.

They found Thoung Phan, 39, lying in the middle of the street. He had been shot several times.

Ojile said witnesses saw Phan meet three men in a parking lot of the Bai Wei restaurant. One of the men he met chased him, firing shots and leaving him in the street.

Phan was taken by ambulance to Wesley Medical Center, where he was pronounced dead. Phan was a documented gang member, Ojile said.

Police are asking anyone with information to help detectives by calling Crime Stoppers anonymously, either by phone at 316-267-2111, or by text message by sending their tip to CRIMES (274637) and beginning their text message with TIP217, or on the web at www.wsccs.com.
