A Kansas City, Kan., man was sentenced Wednesday to life in prison for raping a child under 14.
Kenneth Leon Billings, 51, will have no chance of parole for 80 years under “Jessica’s law,” a Kansas statute that carries strict penalties for sex offenders who victimize children.
Billings was convicted by a jury in Wyandotte County District Court of four counts of aggravated indecent liberties with a child and two counts of rape. The incidents occurred between 2006 and 2010.
