A now-defunct business that state Sen. Dick Kelsey owned owes $676 in personal property taxes for 2008 and 2009, Sedgwick County Treasurer Linda Kizzire said Monday.
Red Barn LLC is the owner of record for the property and owes the personal property taxes $326 for 2008 and $350 for 2009, Kizzire said.
Kelsey and his wife, Doris, owned Red Barn LLC until 2010 when the company forfeited its business license, according to state records.
Kelsey said he was leasing the Red Barn building to Dean Youngers during those years and that Youngers would have been responsible for the personal property taxes.
Thats not mine, Kelsey said of the unpaid taxes. I never got the bill for it.
Kizzire said the tax bill was mailed to the Red Barns address and that Red Barn owes the taxes, regardless of any agreements between Red Barn and those who lease it.
Kelsey said he has never been notified about the delinquency. It is not among those shown in the countys online delinquency database. Kizzire said computer program issues have caused several delinquency listings to be omitted.
Personal property taxes typically are levied on such items as cars, boats and equipment. Its unclear what the personal property was in this case.
Youngers couldn't be reached Monday, but Tuesday morning he said that he also was never notified that Red Barn owed personal property taxes for 2008 or 20009.
He said the restaurant only had a residential range, two fridges and a warming cabinet, and he can't think of what personal property would have generated that much in tax.
"Sen. Kelsey has been nothing but fair and honest to us," he said.
Kelsey said he pays $50,000 to $60,000 in taxes each year and would have paid that bill too if he had known about it.
An attack ad sent to thousands of voters in western Sedgwick County on Saturday claimed Kelsey still owes thousands in back taxes. The postcards were sent out by the Alliance for Americas Future, a Virginia-based political action committee formed by a Republican congressional aide and Mary Cheney, the daughter of former Vice President Dick Cheney.
Its postcards said Kelseys businesses have had trouble paying taxes on time and that he still owes taxes.
Kelsey labeled the attack ad an outright lie on Sunday.
Kelsey owns the property where the Red Barn business operates at 24401 W. 39th Street in Goddard near Lake Afton. He leases the building to people who run a restaurant and catering business. He said he hasnt had any role in operating the business in at least five years.
