Police release weekend homicide victims' names

WICHITA — Police have identified two victims from separate shootings Saturday morning.

Thuong Phan, 39, of Wichita, was shot just before 3 a.m. in the 1700 block of South Rock Road.

Police responding to the scene found the man in the middle of East Bluestem, off Rock Road, with multiple gunshot wounds, Lt. Todd Ojile said. Phan was pronounced dead at the scene.

Ojile said Phan was at a restaurant eating with a group of friends prior to the shooting. After a confrontation in the restaurant's parking lot, two or three unknown men chased him, Ojile said.

The men fired shots, which hit Phan in the ankle and head, according to the police report. The victim is a gang member, Ojile said. Police have no suspects.

Police also identified the victim of a shooting in the area of Gilbert and Water at about 7:20 a.m. Saturday.

George V. Sohier Jr., 33, approached a man's house to confront him about three incidents — an assault of a woman and two vandalisms — that happened between Thursday and Saturday, according to police. Though Sohier was not the victim of the incidents, he knew the victims and wanted to talk with the man, police said.

The two did not have an argument, but the man shot Sohier on the front porch of the house during the discussion, police said. After the bullet hit him in the torso, Sohier ran from the shooter. Sohier collapsed in a yard about three houses down, police said.

While police were traveling to the scene, 911 dispatchers told them that a man was attempting to load Sohier into a green truck and that the shooter was possibly fleeing in a white truck, according to police.

Police found Sohier at the corner of Gilbert and Water when they arrived. He was taken to Via Christi Hospital on St. Francis, where he was pronounced dead.

Police found the white truck on eastbound Kellogg, and after a chase that ended at Pawnee and Minneapolis they arrested a man in the truck, Ojile said.

A detective from the Sedgwick County Sheriff's Office located the green truck on westbound Gilbert. Police said Sohier had a friend with him when he went to the house. The friend tried to put Sohier into the green truck to take him to the hospital, but he could not and left the scene and Sohier, Ojile said.

Wichita has had 13 homicides this year, including four in May.
