The Wichita Branch NAACP says it has filed a complaint against the El Dorado Correctional Facility alleging mistreatment of an inmate.
The Kansas Department of Corrections said Tuesday it determined no excessive force was used as officers escorted the inmate to a segregation unit.
Kevin Myles, president of Wichita's NAACP, wrote on the organization's blog last weekend that it had filed a civil rights complaint with the U.S. Department of Justice.
Bill Miskell, KDOC spokesman, said the incident occurred on July 21. The inmate's family and officials from the NAACP contacted the department about alleged abuse, Miskell said.
They were shown a video from a prison surveillance camera of inmate Deandre Green, 22, being taken to a segregation unit, Miskell said. They also were allowed to examine photographs taken following the escort and additional pictures taken several days later, as well as prison medical reports.
Myles said in the blog post: "officers can be seen on camera using an inmates head to open a door, then dragging him to a blind-spot where a more severe altercation took place."
Miskell said the prison conducted its own investigation.
"The Department of Corrections has determined that no excessive force was used during the incident, that no abusive actions were taken and that certainly no torture occurred," he said.
Prison records show Green was cited that day for disobeying orders and threatening and intimidating others.
A spokesman for U.S. Attorney Barry Grissom, head of the local office of the Department of Justice, said Tuesday they had not seen the complaint.
Neither had the Department of Corrections.
"We have not yet been contacted by the U.S. Justice Department or, to the best of my knowledge, directly by the Wichita chapter of the NAACP regarding this request for investigation," Miskell said. "We will, as we always do, cooperate fully with any investigation initiated by the Justice Department."
Myles and Green's family could be not be reached for comment.
Sedgwick County District Court records show that Green was 18 when he pleaded guilty to attempted aggravated indecent liberties with 14-year-old girl.
An eighth-grade girl had testified that Green, his older brother and another man had had sex with her nine times in one day.
Green accepted a plea bargain, after originally facing five counts of aggravated indecent liberties and criminal sodomy, and was given probation.
In 2008, Green received probation again after pleading guilty to aggravated assault. He was cited for violating his probation two months later.
In 2009, Green pleaded guilty to failing to register as a violent offender and received probation.
Green's probation was revoked last November and he was sent to prison. Prison records show him as eligible for release in March 2012.
